What does "competent" mean with regards to Health & Safety and equipment inspection?

The term competent is used to describe a person who has qualifications or training for how to inspect certain types of equipment, such as scaffolding or racking. Training for a competent person is not necessarily on use of the equipment, but for the purposes of competency in inspection will cover how to inspect the equipment in question.
